The National Commission of Senior Citizens (NCSC) ensures the well-being and empowerment of senior citizens by leveraging their expertise and experiences in community development projects. In pursuit of this goal, the Commission has conceptualized a Livelihood and Enterprise Development Program for Senior Citizens. The program is a convergence initiative strategy that aims to facilitate access of senior citizens to various interventions from partner government agencies and private establishments to further enhance and channel the knowledge, skills, and capabilities of senior citizens toward livelihood, enterprise development, and/or employment.

In coordination with the Department of Tourism (DOT), the Tourism Legacy and Livelihood Program aims to involve the community, particularly the senior citizens, in the effort to promote and develop Community-based Tourism (CBT) programs and create job opportunities as well as provide quality local service to tourists.
