Pursuant to PCW Memorandum Circular No. 2025 - 05 entitled “Guidelines on the Establishment of Gender and Development (GAD) Corner” Access to information is a constitutional right in the Philippines, ensuring citizens can obtain records and data on matters of public concern to promote transparency and accountability. This principle is strengthened by the Magna Carta of Women, which requires government agencies to provide information and materials that support women’s empowerment and gender equality. Complementing these mandates, the Public Expenditure and Financial Accountability (PEFA) program highlights transparency as essential to effective public financial management, assessing how openly budget information is shared and how well the government upholds gender-responsive budgeting to advance women’s rights.

 

The NCSC established its GAD Corner to ensure the public has accessible, updated, and comprehensive information on gender and development. The corner contains essential materials such as recent GAD news and announcements, the agency’s GAD Agenda and Plan, budget and accomplishment reports, and the Estado ni Juana Report detailing gender mainstreaming achievements. It also includes GAD programs and projects, knowledge products and IEC materials—such as laws, policies, gender statistics, and program briefers—along with developed tools and modules, the GFPS organizational chart, and any GAD-related awards, all aimed at promoting transparency and advancing gender equality.​​

The Gender and Development (GAD) budget policy, introduced in the 1995 GAA as “The Women’s Budget,” requires all government agencies to allocate at least five percent of their annual budgets for gender-related programs—a mandate strengthened by the Magna Carta of Women (RA 9710), which upholds women’s rights and institutionalizes gender mainstreaming through GAD Planning and Budgeting. A GAD Plan and Budget guides agencies in implementing programs and activities that address gender issues and promote gender equality, while the Philippine Commission on Women (PCW) monitors compliance through the submission of GAD Plans, Budgets, and Accomplishment Reports via the Gender Mainstreaming Monitoring System (GMMS). In line with these national mandates, the NCSC ensures that the Commission is fully committed to supporting women’s rights and implementing gender-responsive programs.

Legal Bases for GAD

Recognizing that the economic, political, and sociocultural realities affect women's current condition, the State affirms the role of women in nation building and ensures the substantive equality of women and men. 

It is the policy of the State to value the dignity of every human person and guarantee full respect for human rights. It is likewise the policy of the State to recognize the role of women in nation-building and ensure the fundamental equality before the law of women and men. The State also recognizes that both men and women must have equality, security and safety not only in private, but also on the streets, public spaces, online, workplaces and educational and training institutions.
