Keynote Message of NCSC Chairperson and Chief Executive Officer Ma. Merceditas N. Gutierrez during the Pagpupugay 2025: Year-end Consultation/Dialogue with Senior Citizen Stakeholders, Elderly Filipino Week (EFW) Awarding Ceremony, and Fellowship Activity


Distinguished guests, our invaluable partners from the various sectors of government and civil society, and most especially, our beloved senior citizens—our Lolos and Lolas—good morning.

 

It is a profound privilege to join you today as we hand out awards for the Elderly Filipino Week. This gathering serves as a powerful reminder that our senior citizens are not just a demographic or a sector of society to be served; you are the foundational pillar of our nation’s identity, the keepers of our history, and the quiet architects of our future. We stand here today because you stood for us first. Your presence here is a testament to the enduring spirit of the Filipino people, a spirit that does not dim with age but rather grows more luminous with every passing year.

 

The theme of our celebration this year focuses on the dignity and rights of our elders. These are not just abstract concepts or words written on a banner; they are the lived realities we strive to protect every day. For decades, you have tilled our lands, built our cities, educated our youth, and nurtured the families that form the very backbone of our country. You have been the silent workers, the steady hands, and the prayerful hearts that have guided this nation through times of both prosperity and trial.

 

The National Commission on Senior Citizens stands firm in the belief that aging is a triumph. In a world that often rushes toward the “new” and the “instant”, we pause to honor the ‘enduring” and the “proven”. Your lives are a testament to resilience, having weathered the storms of history and emerged with wisdom that no textbook can teach. As we gather for this Year-End Consultation, we recognize that while we have made strides in honoring your contributions, the journey toward truly inclusive “active aging” continues. We are not just aiming for longer lives, but for lives filled with purpose, health, and a profound sense of belonging. We want a Philippines where being a senior citizen is seen as a badge of honor, not a barrier to opportunity.

 

We are here today for a Dialogue, not a lecture. The NCSC’s primary mandate is to ensure that the government’s heart beats in sync with the needs of our elderly. We serve as your bridge to the national consciousness, ensuring that the sunset years of our citizens are met with the dawn of new opportunities and the warmth of social protection.

 

To do that effectively, we must listen. We are here to gather your insights, to understand the nuances of your daily challenges, and to transform your lived experiences into responsive national policies. We know that the needs of a senior in the bustling streets of the city may differ from those in the quiet reaches of our rural provinces. We want to know what keeps you up at night, what barriers you face in accessing services, and what brings you hope.

 

Our goal is to move beyond mere compliance with the law. We are not satisfied with just “checking boxes” of senior benefits. We strive toward a culture of genuine care—an environment where every senior citizen feels secure in their rights, respected in their personhood, and empowered to participate actively in community life. Your voice today is the compass that will guide our priorities for the coming year.

 

To our partners in the government and the private sector, I ask you to look at our seniors not as a vulnerable group, but as a vibrant resource. When we design cities that are accessible to the elderly, we design cities that are accessible to everyone. When we create healthcare systems that prioritize geriatric care, we strengthen the healthcare system for all generations.

 

Our commitment to the elderly is the ultimate litmus test of our nation’s character. How we treat those who once took care of us defines who we are as a people. Let us work together to eliminate ageism, to break down the walls of isolation that too many of our seniors face, and to ensure that the “social” in social protection is felt in every household.

 

As we close this year and look toward the next, the NCSC pledges to remain your steadfast advocate. We will continue to knock on the doors of power—be it in the halls of Congress, the offices of local executives, or the boardrooms of the private sector—to ensure your voices are heard, your benefits are protected, and your dignity is upheld.

 

We are committed to building a future where no senior citizen is left behind in the digital age, where healthcare is a right and not a privilege, and where the community remains a place of active participation for all, regardless of age.

 

Our work is far from over, but we are emboldened by your presence. You have spent your lives building the Philippines we live in today. It is now our sacred duty to ensure that this country remains a home that honors you in return—a home that is accessible, inclusive, and deeply grateful for the legacy you continue to build.
