Cagayan Valley Region Inaugurates Its First Senior Citizens Community Care Center


The National Commission of Senior Citizens (NCSC) in partnership with the Local Government Unit of Cabarroguis have successfully launched the Senior Citizens Community Care Center (SC3C) in Cabarroguis, Quirino on 28 August 2025.


The SC3C-Quirino highlights economic empowerment through the Senior Citizens Pasalubong Center, showcasing products crafted by senior citizens federations across Quirino to promote sustainability and community pride.


NCSC Chairperson and CEO Dr. Mary Jean P. Loreche led this undertaking. In her message, she expressed gratitude to the Municipal Government of Quirino for their initiative, unity, and dedication to uplift the lives of the elderly. Dr. Loreche emphasized that the establishment of the SC3C reflects the NCSC’s mission of bringing its programs closer to the senior citizens.


Distinguished guests also joined in celebrating this momentous occasion, including Cabarroguis Mayor Avelino N. Agustin, Jr., Municipal Vice Mayor Hon. Francisco Dulnunan Jr., Hon. Midy N. Cua (Representative, District) Represented by Hon. Junie E. Cua, Jr., and Gov. Dakila Carlo E. Cua represented by Acting Governor Dr. Lilibeth Yogyog and NCSC Region II -  Regional Director Dulceneah Lyra F. Dela Cruz. Each of them delivered heartfelt messages of support, reaffirming their commitment to championing the welfare of senior citizens. Their presence underscored the vital role of local leadership in advancing inclusive and people-centered development.


At the same time, NCSC-Region II spearheaded a Caravan of Services for senior citizens alongside partner agencies such as DOH-RHU, PSA, PhilHealth, DSWD, and DICT. As part of this initiative, senior citizens also received their cash gifts under the Expanded Centenarian Act. 


As part of the activities during the SC3C launching, a press conference and stakeholders’ meeting were held, led by Dr. Loreche together with key provincial and municipal officials. This was followed by workshops and a presentation of agreements for senior citizens. The municipal government likewise expressed their strong commitment to continue supporting and assisting the elderly. 


SC3C is a one-stop hub for Filipinos aged 60 and above, offering health care, wellness programs, social and recreational activities, livelihood training, and access to government services.


This inspiring development shows how the programs of the NCSC unite people—bridging national and municipal governments with the community to build a future where senior citizens are not only cared for, but also celebrated as vital contributors to society. ■
