NCSC Honors Leaders Reaching Major Career Executive Service Milestones

The National Commission of Senior Citizens (NCSC) proudly celebrates the exceptional accomplishments of its officials who reached significant milestones in their Career Executive Service (CES) journey during the 2025 CESCON, held on 12–13 November 2025 at the Manila Hotel, with the theme “Leading for Results: Driving Execution with Integrity in Service.”
Regional Directors Atty. Edwin L. Dimatatac, MD (MIMAROPA), and Mr. Fernando D. Sumondong, PhD (Region IX) have successfully completed the Leadership and Management Proficiency (LAMP) Program under the Career Executive Service Board (CESB).
Their achievement is further underscored by the completion of the Integrated Gabay ng Paglilingkod (GABAY) and Integrated Salamin ng Paglilingkod (SALDIWA) programs, flagship CES courses designed to strengthen leadership capability, ethical governance, and a culture of service-driven excellence.
Through the CES journey, a community of high-achieving, ethical, and visionary leaders is cultivated, empowering them to implement policies effectively and embody the principles of quality public service that define the NCSC’s mandate.
The NCSC also extends heartfelt congratulations to Ms. Loraine Cerillo Valdevieso, Acting Information Officer V of the Information Management and ICT Division, who was conferred the Career Executive Service Eligibility (CESE) during the 2025 CESCON. She was joined by CESB Executive Director Maria Marcy Cosare-Ballesteros, CESO II, during the formal pinning ceremony.
The CESE is awarded to individuals who successfully complete the rigorous four-stage CESB examination process, which includes a written examination, an assessment center, performance validation, and a board interview.
Regional Director Cesar A. Adegue IV, PhD (Region XI), attended the 2025 CESCON in person, while Regional Directors Atty. Glaiza Bernadeth P. Pinto-Tadeo (Region I) and Ms. Dulceneah Lyra F. Dela Cruz (Region II) participated virtually.
These achievements represent a significant step forward for the NCSC. The progress of its leaders within the CES system enhances the agency’s ability to deliver programs that are responsive, inclusive, and driven by innovation, directly benefiting Filipino senior citizens.
The NCSC remains steadfast in its commitment to cultivating leaders who exemplify integrity, compassion, and excellence—qualities that are essential to the Commission’s mission of safeguarding the rights, welfare, and dignity of senior citizens nationwide. ■
