NCSC Pledges Stronger Voice, Protection in Dialogue with Senior Citizens’ Club International

The National Commission of Senior Citizens (NCSC) Chairperson and Chief Executive Officer, Atty. Ma. Merceditas N. Gutierrez underscored the indispensable role of senior citizens in nation-building during her heartfelt message to the members of the Senior Citizens’ Club International (SCCI) on 06 December 2025, at Aberdeen Court, Quezon City.
The dialogue opened with a warm welcome from SCCI Founder and Administrator Mr. Jess Cortes, together with co-Administrators Ms. Nelia Radam Bernstein and Ms. Linda Santiago. The event was also supported by SCCI moderators Ms. Mila Palomo, Ms. Myra Danting, Ms. Angeline Bariuad, Ms. Josefina Jorge Diaz, and Ms. Maricor Medina.
Atty. Gutierrez described senior citizens as founders, mentors, and vital human resources whose lifelong contributions have shaped communities and institutions. She shared her vision for the NCSC, emphasizing a leadership approach anchored on inclusivity, respect, and active engagement with the elderly sector.
“The mission of the Commission is not simply an act of charity; it is an act of justice and gratitude toward our seniors,” Atty. Gutierrez declared. While acknowledging the challenges faced by senior citizens, she reaffirmed her commitment to address these concerns through meaningful collaboration and sustained dialogue.
“We are here to listen,” she stressed. “You are not just our clients—you are our primary constituents and our most important partners. Your wisdom and insights will guide every decision we make.”
She further highlighted the importance of active participation among senior citizens within their organizations and communities to strengthen governance and ensure responsive programs and services.
As part of her pledge, Atty. Gutierrez is committed to ensuring that laws protecting senior citizens are fully implemented and not merely written policies.
“I will serve with integrity, lead with compassion, and work tirelessly to help build a Philippines where every senior citizen is seen, valued, and empowered,” she affirmed.
The NCSC’s renewed leadership and dedication to the community it serves reflect a deep commitment to uplift and enable senior citizens to enjoy their golden years with dignity and security. ■
