NATIONAL
MANDATE
Mandate or main function is the core service needed to achieve the overall mission and objectives of the agency pursuant to Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting System per Administrative Order No. 25 S. 2011 Memorandum Circular No. 2022-1.

Pursuant to Section 2 of Republic Act (RA) No. 11350, the NCSC shall promote the advocacy of and collaboration between different stakeholders and senior citizens (SCs) to ensure the effective implementation of various programs and services, particularly on the development of SCs and advancing their health, and well-being, and ensuring a supportive and enabling environment for the elderly.
VISION
“National Commission of Senior Citizens (NCSC) envisions a society that respects and promotes the dignity, security, wellness, and well-being of older persons, and recognizes their contribution to nation-building through lifelong learning, empowerment, and development in making them truly active citizens.”
MISSION
The NCSC, as a single cohesive agency, promotes the rights, welfare, and benefits of Filipino senior citizens and advocates collaboration among and between different stakeholders by formulating, implementing, and monitoring policies, plans, and programs and ensuring their effective implementation for the advancement of active, productive, and healthy aging and providing an
enabling environment for older persons.
GOAL
Create a physically, psychologically, and emotionally healthy community of older persons who truly belong to a humane society where the well-being, independence, self-reliance, and high quality of life of older persons are
advocated.
GENERAL FUNCTIONS.

Ensure the full implementation of laws, policies, and programs of the government pertaining to SCs; review and conduct studies on the same: and recommend appropriate actions thereon to Congress and the President;

Formulate policies for the promotion and protection of the rights and well-being of SCs;

Conduct information, education, and communication campaigns to raise awareness on the rights of SCs;

Establish and maintain cooperation and consultations with LGUs and NGAs on all matters pertaining to the general welfare of SCs;

Represent the Philippines in international functions, fora, or conferences on senior citizens and establish and maintain linkages with the international SC or SC-serving institutions or organizations and counterpart government agencies of other states;

Constitute and convene when necessary, an advisory body to be composed of such representatives from the government, NGOs, civil society, and the private sector, as the Commission may deem appropriate, to assist in the performance of its functions; and

Develop appropriate mechanisms and procedures for the selection and nomination of the members of the Commission for appointment by the President.

Build communities and uphold the socio-economic development among older persons and their families in terms of human capital development and socio-economic resiliency.

Safeguard and boost the implementation of government laws, policies, programs, interventions, and services for the protection and welfare of senior citizens;

Warrant development and empowerment of senior citizens with an effective information campaign for the awareness and capability building of their contribution to nation-building;

Promote and advance the health and well-being of senior citizens;

Motivating and encouraging the senior citizens to contribute to nation-building;

Maximizing the contribution of senior citizens through established mechanisms;

Adopting measures to assist and appreciate the senior citizens by the entire community;

Establishing programs beneficial for the senior citizens, their families, and the rest of the community they serve;

Encouraging participation of senior citizens in social and economic enterprise development in both social and private enterprises.
