Consistent with this policy, the State through the NCSC shall promote the advocacy of and collaboration between different stakeholders and senior citizens to ensure the effective implementation of various programs and services, particularly on the development of senior citizens and advancing their health and well-being, and ensuring a supportive and enabling environment for the elderly.
SECURE
Senior Citizens’ Unit for Rights Enforcement
Evaluates the propriety of grievances coming from or related to senior citizens and Senior Citizens’ Associations, and ensure that proper actions are taken; Assists senior citizens and Senior Citizens’ Associations in their various legal actions in pursuit of their rightful claims, recognition, and/ or action from persons, agencies, and institutions, private or public; Ensures the full implementation of laws, policies, and programs of the government pertaining to senior citizens and evaluating, through review and study, their practicality, propriety, and responsiveness; Aids in the enforcement of compliance orders that may be issued by the Commission to give effects to laws, policies, rules, and regulations and, consequently, provide assistance in the exercise of the Commission’s visitorial powers over establishments or offices for the purpose of ensuring compliance, observance or actual implementation; Formulation of policies, programs, and projects that aim to promote the welfare and protect the rights and well-being of senior citizens; Recommend revisions or amendments to current laws, policies and programs of the government pertaining to senior citizens to cope with technology and change of times and ensure more efficacy and responsiveness;
WHEREBED
Wellness, Health, Emergency Response, and Benefits Division
Implementing arm of the various benefits and entitlements of senior citizens, such as, but not limited to: Social Pension (RA 9994); Centenarian Act ( RA 10868 of 2016); Assistance to Senior Citizens who are PWDs; Emergency Needs of SC; and other Special Projects. An effective system of administration shall be developed in order to ensure the enjoyment of said benefits and entitlements as well as respond to the emergency needs of senior citizens wherever they are in the country.
SECADNA

Social Pension, Centenarian Benefits, Support to Disabled

Risk Assessment and Security Management Unit
Provide & maintains a safe and secure environment for Senior Citizens and employees by monitoring premises & personnel. Prevents losses and damage by reporting irregularities; informing violators of policies and procedures; & restraining trespassers. Maintains stability & reputation by complying with legal requirements.
PROPALL
Programs, Plans, and Legislative Liaison
Conducts research and makes plans and improvements on the implementation of the Commission’s mandate with due consideration of all issues and legalities & advocates.
INACCORD
Inter-Agency Coordination
Coordinates, collaborates, and cooperate with various government agencies and offices from national to local in order to best perform the NCSC mandate. Establishes and maintains cooperation and consultations with local government units and national government agencies on all matters pertaining to the general welfare of senior citizens.
IMICT
Information Management and Information Communications Technology
Develop, update, maintain and implement reliable NCSC information systems in coordination with the other units & offices of NCSC. Develop an information Database of all Senior Citizens nationwide in coordination with the banking system that will be employed by NCSC for an HRIS. Maintain a secured and highly available e-services (software & hardware) to promote efficient transactions with clients.
PACE
Participation,
Communication, and Education
Communicates and Popularizes many of the laws and programs as well as various initiatives of NCSC. Educates the Senior Citizens of their rights and Benefits. Laws that provide benefits and privileges to senior citizens have long been passed and implemented yet there are still so many elderlies who do not know about many of these. This office is to communicate and popularize many of these laws and programs as well as the various initiatives of the NCSC. Consistent with the development function of the NCSC, PaCE will also serve as a sounding board for Senior Citizens in various policy initiatives.
