NCSC and PVAO Initiates Collaboration to Intensify Data Registration and Validation of Filipino Senior Citizens

In a strategic move to improve the accuracy and efficiency of services for senior citizens and Filipino veterans, the National Commission of Senior Citizens (NCSC) and the Philippine Veterans Affairs Office (PVAO) have initiated a collaborative effort to enhance data registration and validation processes. This exploratory meeting was held on 30 April 2025, at the NCSC Central Office in Quezon City.
The meeting was led by Dr. Mary Jean Loreche, NCSC Officer-in-Charge and Commission Member IV, and Assistant Secretary Domingo C. Carbonell Jr., PVAO Deputy Administrator for Operations. Both agencies agreed on the importance of consolidating efforts to better serve the Filipino senior citizens and veterans through more accurate and integrated data systems
Dr. Loreche expressed her deep appreciation for PVAO’s openness and willingness to collaborate. According to her, this partnership will strengthen the shared mission of both agencies to ensure that Filipino senior citizens, including our beloved veterans, receive the dignified and well-deserved services they are entitled to. Through this collaboration, NCSC reaffirm its pledge to uphold integrity, compassion, and efficiency in serving our elders.
ASec. Carbonell expressed PVAO’s full support for NCSC’s programs and initiatives, particularly those aligned with the welfare of aging Filipinos. Recognizing the shared mission of both agencies, the collaboration is expected to yield long-term benefits in terms of service delivery and institutional efficiency.
During the meeting, PVAO proposed specific points of engagement in a forthcoming Data Sharing Agreement (DSA), especially concerning NCSC-registered PVAO pensioners. Topics discussed included assistance with requirements validation, benchmarking of data verification practices, and collaborative efforts to eliminate duplicate or ghost beneficiaries in government databases.
Currently, NCSC’s Data Management System consolidates information from local government units (LGUs) across the country, maintaining a comprehensive national registry of senior citizens. To further safeguard and enhance this vital database, the agencies plan to sign a Memorandum of Understanding (MoU) formalizing their collaborative efforts.
The MoU will serve as the foundation for a joint roadmap, outlining commitments in areas such as inter-agency data validation, harmonization of documentary requirements, and the co-development of standardized processes.
This partnership underscores the commitment of both agencies to uphold the dignity and contributions of Filipino senior citizens. While the NCSC honors their role in nation-building, PVAO continues to serve as custodian of the legacy of the nation’s war heroes. Together, they aim to foster a future where data integrity supports inclusive, responsive, and efficient public service.
